Debian developers have decided that artificial intelligence has a place in the project, as long as humans remain responsible for what it produces. Following a General Resolution on LLM usage, Debian members rejected proposals that would have banned or strongly discouraged generative AI and instead selected a policy called “Responsible Use of Generative AI.”
The decision is notable because Debian developers had some much more aggressive options on the ballot. One proposal sought to ban LLM contributions through the Debian Social Contract. Another, called “Debian is created by humans,” would have prohibited generative AI output from being submitted directly as contributions. Neither won.
According to the official Debian vote results, Debian members instead selected Option 5, “Responsible Use of Generative AI.” The policy takes a fairly pragmatic position: Debian neither endorses nor prohibits generative AI tools for developing and maintaining software, packaging, documentation, or other material published by the project.
That does not mean Debian developers have given artificial intelligence a free pass. The resolution puts responsibility squarely on the person submitting the work. AI-assisted contributions have to meet the same standards for quality, correctness, maintainability, licensing, and legal compliance as work created without AI assistance.
Debian also expects contributors to understand, review, and test material produced with generative AI. Simply asking an AI chatbot to spit out some code and dumping the result into Debian is not acceptable. The human submitting the contribution remains responsible for it. Perhaps more interesting is what Debian decided not to require.
Disclosure of generative AI use is encouraged, but it is not mandatory. A developer can use AI while working on a contribution without necessarily telling everyone reviewing it. That could become one of the more controversial parts of the policy, especially for developers who would prefer to know when they are reviewing AI-assisted work.
Copyright and licensing concerns are addressed too. Debian acknowledges the ongoing questions surrounding authorship, copyright, licensing, training data, and the possibility that generative AI systems could reproduce existing material. Rather than attempting to settle those enormous legal questions itself, Debian puts the burden on contributors to make sure anything they submit can actually be distributed by the project.
There are privacy and security restrictions as well. Contributors should not feed confidential communications, embargoed security information, credentials, cryptographic keys, or other sensitive Debian information into third-party AI services. Large-scale automated actions, including mass bug reports or patches, should be discussed with the project beforehand and remain under human oversight.
The result does not mean Debian developers suddenly agree about artificial intelligence. Far from it. The ballot included proposals ranging from accepting AI-assisted contributions to rejecting LLMs as far as practical, declaring Debian to be created by humans, and even opposing LLM use because of its environmental impact.
What Debian ultimately rejected, however, was the idea that prohibition is the answer.
That seems like a practical approach for a project built around thousands of individual contributors. Generative AI tools are already part of software development, and attempting to completely prevent developers from using them would introduce an obvious enforcement problem. Debian has instead drawn the line at responsibility: use AI if you want, but you still own what you submit.
There is some risk to that approach. Generative AI can produce convincing garbage just as easily as useful code, and voluntary disclosure means reviewers may not always know when AI was involved. A developer who relies too heavily on an LLM could ultimately create more work for everyone else.
Still, Debian has now made its position clear. Artificial intelligence isn’t banned, AI-assisted work doesn’t get special treatment, and humans remain responsible for what enters the project.
For one of the most influential Linux distributions in the world, that is a consequential decision. Debian developers were given the opportunity to draw a much harder line against artificial intelligence. Instead, they decided to live with it.
